Russia Ukraine Peace Talks: Putin Signals Readiness for Negotiations Based on Istanbul and Anchorage Agreements

Russian President Vladimir Putin stated on June 23, 2026, that Russia is ready for peace talks with Ukraine based on the 2022 Istanbul Protocols, the 2025 Anchorage understandings, and current battlefield realities. Putin also claimed that Ukraine was responsible for halting the negotiation process.


This statement comes at a time when the international community is intensifying efforts to end the war that has now lasted for four years. The conflict has displaced millions and devastated the economies of both nations.


According to Putin, the Istanbul Protocols serve as the foundation for any negotiations. These agreements included conditions that would permanently prevent Ukraine from joining NATO, impose severe restrictions on its military, and prohibit it from receiving Western military aid. Under these protocols, Ukraine would have to limit its army to 85,000 troops and would not be allowed to possess heavy weaponry.


It is important to note that the Istanbul Protocols were negotiated in 2022 when Russian forces were advancing on Kyiv. The situation on the ground was vastly different from what it is today. Ukraine has since conducted successful counteroffensives and liberated significant areas.


Russian Foreign Minister Sergey Lavrov also stated on June 23 that Russia will achieve all its war objectives, including Ukraine's neutral and non-nuclear status, the elimination of discriminatory laws against the Russian language, and recognition of Russian referendums in occupied territories. Lavrov also made it clear that Russia will not accept a halt along the front line as a condition for starting negotiations. He said that Russia had already agreed to a ceasefire in Istanbul and was deceived.


These demands mirror Russia's original war aims from 2022 and amount to complete Ukrainian capitulation. According to experts, if any peace agreement fails to address Russia's demands, Russia would not be satisfied.


Ukraine's position is fundamentally different. Ukraine insists that any negotiations must be based on its territorial integrity and President Zelensky's peace formula, which includes the withdrawal of Russian forces from occupied territories. Ukraine cannot accept demands that would limit its sovereignty.


Putin also stated that future negotiations must take into account current battlefield realities, meaning that Russia wants its territorial gains to be recognized. However, the reality is that Russia's rate of advance has been steadily declining since November 2025.


While there is hope for ending the war, the path forward is not easy. Both sides remain firm on their positions. Putin's statement is a step toward negotiations, but it remains to be seen whether Ukraine and Western countries can accept Russia's terms.
