Interim Report Due Within 48 Hours

The inquiry committee, headed by former federal interior secretary Shahid Khan, was given a 48-hour deadline by Prime Minister Shehbaz Sharif to submit an interim report containing immediate recommendations, with that deadline falling today. A separate, comprehensive report covering the complete investigation and long-term recommendations is expected within five days of the committee's formation.

What the Committee Has Been Investigating

According to its terms of reference, the committee has been working to determine the immediate cause of the fire and establish a full timeline of events, while reviewing the emergency response and rescue operations carried out by hospital staff, the fire brigade, and Rescue 1122. The panel has also been assessing whether standard operating procedures for evacuating high-risk newborns were followed, and has been reviewing the overall fire safety infrastructure at PIMS.

Evidence Gathered So Far

Sources say the committee has already collected written statements from senior PIMS officials, including the Joint Executive Director, along with other hospital officers and nursery staff. It has also obtained CCTV footage from the nursery, which is being compared against the hospital administration's account of how the fire started, along with the duty roster for the day of the incident and reports from both the fire brigade and the hospital's emergency department.

Determining Responsibility

Beyond establishing the cause of the fire, the committee has been tasked with determining whether there was negligence on the part of any individuals involved, and identifying those who may be held responsible. Law Minister Azam Nazeer Tarar said the committee has been examining whether hospital staff had sufficient time to act to save the newborns before the fire cut off their oxygen supply, though officials have cautioned against drawing conclusions on technical questions before the investigation is complete.

Broader Reforms Expected

Beyond fixing responsibility for the incident, the inquiry committee has also been asked to recommend reforms to PIMS's administrative and safety systems, aimed at strengthening emergency preparedness and preventing similar tragedies in the future. These recommendations are expected to feature prominently in both the interim and final reports.

Government Response So Far

In the days since the fire, the government has suspended Federal Health Secretary Muhammad Aslam Ghauri, announced compensation of Rs 5 million for each affected family, and confirmed that the 14 newborns who died in the tragedy have since been laid to rest in their respective hometowns.

Pakistan Time Analysis

The interim report is expected to be presented to Prime Minister Shehbaz Sharif on Friday, August 28, 2026, Pakistan local time, marking 48 hours since the committee was formed following the fire on August 26. The committee's full and final report, containing detailed findings and long-term recommendations, is expected by early next week.
