SCO Summit in Bishkek: Iran's President Meets Pakistani and Indian Leaders on the Sidelines

Pakistani Prime Minister Shehbaz Sharif met Iranian President Masoud Pezeshkian on Monday on the sidelines of the Shanghai Cooperation Organisation summit in Kyrgyzstan. The meeting came shortly after Pezeshkian held separate talks with Indian Prime Minister Narendra Modi, as leaders from across the region gathered in the Kyrgyz capital for the bloc's 25th anniversary summit.

Shehbaz's Three Day Visit to Bishkek

According to Pakistan's Prime Minister Office Pezeshkian personally welcomed Shehbaz to Bishkek as part of his three day official visit running from August 31 to September 2. The trip was made at the invitation of Kyrgyz President Sadyr Zhaparov. Shehbaz was received on arrival at Manas International Airport by Adylbek Kasymaliev chairman of Kyrgyzstan's Cabinet of Ministers.

During his time in Bishkek Shehbaz is set to address the SCO summit and lay out Pakistan's position on regional issues. He will also take part in the SCO Plus Summit and formally assume Pakistan's chairmanship of the SCO Council of Heads of State for the 2026 to 2027 term. His schedule includes the opening ceremony of the World Nomad Games and a planned bilateral meeting with the Kyrgyz president on September 2 covering trade investment energy and regional connectivity. He is being accompanied by Deputy Prime Minister Ishaq Dar along with Commerce Minister Jam Kamal Khan Communications Minister Abdul Aleem Khan and Information Minister Attaullah Tarar.

A Gathering of Major World Leaders

The Bishkek summit has drawn a heavyweight guest list. Chinese President Xi Jinping and Russian President Vladimir Putin are both in attendance alongside Modi Shehbaz and Pezeshkian, all set to take part in a plenary session chaired by Japarov. Xi arrived a day ahead of the summit describing what he called a golden period in relations with Kyrgyzstan. Turkish President Recep Tayyip Erdogan is also expected even though Turkey is not a formal SCO member. Putin is scheduled to hold separate bilateral talks with both Pezeshkian and Xi during the visit.

The SCO now includes ten full member states along with Belarus and four Central Asian countries, and the bloc has expanded further with 15 dialogue partners including Turkiye Saudi Arabia and Qatar. Notably this marks the first time Xi Putin and Modi are meeting Pezeshkian together since the start of the war between the US and Israel against Iran.

Iran Attends Under the Shadow of War

Pezeshkian's presence in Bishkek comes at a difficult moment for Tehran. The summit falls six months into the conflict between Iran and the United States and follows a month in which Washington imposed fresh secondary sanctions on Iran's trading partners across gold technology digital assets aviation and maritime transport sectors. China, which remains a major buyer of Iranian oil, has said it will firmly defend its own interests in response to those threats. Pezeshkian himself has openly acknowledged that Iran is facing serious economic difficulties even as he insists the country will not bow to pressure.

An earlier SCO ministerial statement in July had condemned military strikes on Iran and called for a political settlement, though analysts note that such shared language reflects what member states are willing to say collectively more than what any of them are prepared to actually do. One regional affairs expert told AFP that Tehran views its SCO membership as a way to work around US and European sanctions, while cautioning that such alliances have historically done little to resolve Iran's difficulties during moments of real crisis.

Modi and Shehbaz Share the Same Stage

Also notable is that Modi and Shehbaz are both attending the same plenary session, continuing a now familiar pattern at SCO gatherings where Indian and Pakistani leaders sit at the same table without any bilateral meeting between the two being announced. Their shared presence highlights how the SCO functions as a venue where regional rivals can appear together within a broader multilateral setting even when direct engagement between them remains off the table.

Pakistan Times Analyzes

The real story in Bishkek isn't any single meeting, it's the sheer density of overlapping diplomacy happening in one place over three days. Pezeshkian meeting both Modi and Shehbaz within hours of each other gives Iran a chance to signal that it isn't isolated despite six months of war and a fresh sanctions push aimed specifically at cutting off its trading partners. For Pakistan, sitting down with Pezeshkian while also formally taking over the SCO chairmanship for the next year puts Islamabad in an interesting position, hosting a rotating leadership role for a bloc that includes both an active war participant in Iran and a longtime rival in India at the same table.

Whether any of this translates into concrete outcomes is a separate question. The expert quoted by AFP has a point worth taking seriously, groups like the SCO tend to produce strong statements and photo opportunities more reliably than they produce actual relief during a crisis. Still, for Iran specifically, simply being pictured alongside Xi, Putin, Modi and Shehbaz sends its own message to Washington, that six months of sanctions and military pressure have not left Tehran without friends willing to be seen with it on the world stage. What Pakistan gets out of the chairmanship year that follows this summit will be the more interesting thing to watch once the cameras leave Bishkek.
